Official Requirement

Display a system use notification message with privacy and security notices consistent with applicable specified information rules before granting access to the system.

Before users log in, the system must display a warning banner that states authorized use only, that activity may be monitored, and that unauthorized use may result in disciplinary or legal action. The user must acknowledge the banner before proceeding.

Logon banner and system use notification

Implementation steps

  1. Configure the Windows Interactive Logon message via Group Policy (Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options)
  2. Apply SSH banner via /etc/issue.net or sshd_config Banner directive on Linux/Unix systems
  3. Configure network device login banners on switches, routers, and firewalls
  4. Document the approved banner text in the access control policy and review annually
